Disaster Readiness

Insurance Commissioner Scott White encourages all Virginians to be prepared for storms and natural disasters. Make sure your home, business, or automobile is properly insured and know how to file an insurance claim in the event of property damage. The best time to prepare for a natural disaster is before a storm strikes.

Before the Storm
  • Create a detailed inventory of your belongings. Include photos and receipts of your property if you have them. You can use the Inventory Checklist as a guide.
  • Review your insurance policy and contact your insurance company if you have any questions about your coverage. You can find your insurance company’s phone number using our Company Lookup.
  • Store your home inventory checklist and insurance policy information in a secure, waterproof location.
  • Most homeowner’s and renter’s insurance policies do not cover losses due to flooding. Talk with your insurance agent about flood insurance or visit the National Flood Insurance Program website.
After the Storm
  • If your home or other insured property was damaged during a storm, contact your insurance company or agent as soon as possible.
  • Take photos of your damaged property once it is safe to do so.
  • Save the receipts of any emergency repairs that are needed to prevent your property from becoming further damaged.
  • If you feel you are treated unfairly, please contact our Property & Casualty Consumer Services team at 804-371-9185 or file a complaint online.

Choosing an Energy Supplier

You may have the opportunity to choose your energy supplier. These suppliers are called competitive service providers (CSP) and must be licensed by the SCC. Competitive service providers are companies that generate, produce or contract for electricity or natural gas for delivery to a local utility. The price for the supply of the energy provided by the competitive service providers is not regulated.

Same Reliable Service – Same Delivery

Whether or not you decide to choose a new competitive service provider, distribution service -- the actual delivery of electricity and natural gas to your home or business -- will still be provided by your local utility. The utility will remain as your local distribution company (LDC), and a charge for delivery service will still appear on your bill. Delivery will still be regulated to ensure safe and reliable service. You will continue to notify your local distribution company about safety issues or service interruptions.

Price to Compare

Price to compare information may appear on your monthly bill. It is a benchmark to help you compare what you currently pay for electricity or natural gas supply service with any competitive offers that you receive.

Steps to Choosing an Energy Supplier

  1. Before you choose a competitive service provider, decide what is important to you. Many people look for the lowest price first. But others may be looking for extra services, flexible payment terms, a known brand name, or an energy source.
  2. Contact the competitive suppliers to ask questions and compare offers.
  3. Make sure you know all the details before you agree to change energy providers. Carefully read and understand all terms and conditions of the contract.
  4. Contact the competitive service provider directly to find out how to sign up. You do not need to call your local utility; your new competitive service provider will do that for you. Remember that it is illegal for you to be switched to a new competitive service provider without your permission.
  5. You have 10 days to change your mind without penalty. After that period, there may be a penalty fee if you cancel your contract before it ends.

Questions to Ask a Supplier

  • Do you have a license from the SCC?
  • What is the offer price (per kilowatt-hour or per Ccf/therm)?
  • Is the price fixed or does it change? If so, how?
  • What other fees do you charge? How about if I cancel?
  • What is the term of the contract? What about renewal?
  • How am I going to be billed?
  • Is there an incentive or special offer for signing up?
  • Is a budget plan available?
  • What sources are used to produce the energy?
  • What other services do you offer?
  • When can I expect service to begin?

What is Aggregation?

An aggregator is a person or organization that forms buying groups, which are formed within a community, non-profit organization, or business association. Through aggregation, you may be able to get lower prices through volume discounts for the group and its members. Like competitive service providers in Virginia, all aggregators must be licensed by the SCC.

BFI On-Line Payments: FAQ

Do I need any special hardware or software to use the on-line payment service?

No special hardware or software is required to use this service. You will only need Web access and your browser.

Please note that some older browsers use 40-bit encryption. For the highest level of security available, we suggest you use 128-bit encryption to access the site.

What types of BFI invoices can I pay here?

You can use the on-line payment service to pay:

  • Examination expense reimbursements
  • Consumer Finance Company assessments
  • Credit Counselor assessments
  • Industrial Loan assessments
  • Check Casher annual fees
  • Money Transmitter assessments and annual fees
  • Payday Lender assessments
  • Motor Vehicle Title Lender assessments

Are there any types of BFI payments that I cannot make here?

On-line payment is not available for:

  • Assessments not listed above (such as Banks, Credit Unions, and Mortgage Companies)
  • Examination expense reimbursements

Is there a service charge?

There is no extra charge of any kind for using the on-line payment service.

Can I pay directly from my bank account?

Yes. This method of payment is often referred to as “E-check” or “ACH”. You will be asked to provide the routing number of your bank and the account number of the account from which you wish to have funds withdrawn.

Can I pay with a credit card?

No, that method of payment is not currently available.

How can I find my routing and account numbers?

Once you begin the on-line payment process, you will see the Add a Payment Method page, which allows you to enter your routing and account numbers. This page shows you where those numbers can be found on your checks.

When will the funds be withdrawn from my account?

For payments made before 8 PM Eastern Time on business days, funds will be withdrawn from your bank account the same day. For payments made after that time on business days, funds will be withdrawn the following business day. For payments made on weekends and holidays, funds will be withdrawn from your account the following business day.

Can I set up a future-dated payment?

No. The timing of the payment depends solely on when you enter it in the on-line service. No future-dating is available.

Can I make a partial payment?

No. Only payments in the exact amount due are accepted.

Can I register with this payment web site, so I don’t have to enter my bank account information each time I make a payment?

No. Although some on-line payment services allow you (or require you) to register or enroll (setting up a user ID and password), that is not the case with BFI on-line payments. The reason is that the effort needed to register with the site and remember the user ID/password is not warranted, since BFI assessment payments are made only once per year.

If I pay a BFI invoice by mailing a paper check to BFI, will that invoice be marked as Paid on the Pay My Bills page?

Yes. Any BFI invoice that you pay -- either on-line or by paper check – will no longer appear on your list of unpaid invoices.

Does BFI retain my bank account information after my payment is processed?

No. Because this on-line service is provided by a third-party payment processor, BFI never has access to your bank account information.

How can I confirm that my payment has been processed?

After the payment date, you can check the status of the payment by looking in "Payment Status”. If the status is "Paid," then the payment has been sent. You can also check to see if the funds have been drawn from your bank account.

What happens if my payment does not go through properly?

If your on-line payment cannot be processed (for example, due to an incorrect account number or insufficient funds in the account), you will be contacted by BFI to arrange payment.
